MBEHSM Uttar Pradesh are as under:-

To certify permits, supervise and maintain Register of Practitioners.
To establish, organize, affiliate and/or recognize Teaching, Training and Educational Institutes, Colleges, Universities and Medical Corporations etc.
To establish, organize, Finance and maintain Hospitals and Research Institutes.
To certify manufacturing Laboratories.
To recommend the bonafide manufacturers to Government for obtaining necessary permits, Licenses’ and Educational and Manufacturing Institutes and Units to government for obtaining aid and grants and/or loan etc.

The Electro Homoeopathy is a quite harmless, unique, natural and scientific system of medicine, Dr Count Ceasre Mattei of Rochetta, Bolonga, Italy has invented it on about 1865.This system of medicine is based on the principles of “The Human organization is entirely composed of two elementary liquids Lymph & Blood and the health and diseases are depend on the such liquids.” The Electricity has been observed in all the living beings including plants. The principle of Electro-homeopathy is that when disease occurs in the body there is more than one of the organs involved or affected by the condition, this is because the whole body is interconnected and is also very complex. It was invented / founded by Dr. Count Ceaser Mattel in 1865. Dr. Mattel has great love of nature. THE GENEALOGY OF THE COUNTY CESARE MATTEI

Mario Venturoli Mattei adoptive son of Count Cesare Mattei.
Count Cesare Mattei, born in Bologna in 1809 and died in Riola in 1896, admitted as a son to his son Mario Venturoli (1858-1937) as a son in 1877, for his work during the period when his nephew Luigi Managerial maneuvers of family patrimony had created a huge crack of financial burden. Not only that, but also a universal heir.
In 1895, however, he changed his mind and appointed his universal heir to the Hospitality of Mendicità Vittorio Emanuele II and Pie annesse works of Bologna.
Mario Venturoli Mattei, while remaining a foster child, is removed from the managerial activities of the count, and along with his wife Sofia Condescu (married 1894), who did not have any son, is also removed from Bologna and forced to live in Milan.
Count of Caesar died in 1896, and Mario Venturoli Mattei inherited as much as 50% of the count's properties including the Elettromeopathy industry (the adoptive son was never revoked except in words). The other half was inherited from the universal heir, that is, the Hospital of Bologna together with a series of people-related and various civil and religious bodies.
Mario Venturoli in 1904 finds the remaining capital and becomes the exclusive owner of the Mattei inheritance with an economic gain of more than 500,000 lire.
Mario Venturoli, a widow of Sofia Condescu (who died in Bolzano in 1929), married Giovanna Maria Longhi in the second wedding from whom she had no son. Giovanna Maria Longhi assumed the direction of the Electromechanical Mattei Laboratory in 1937 at the death of her husband, Mario Vanturoli Mattei.
Giovanna Maria Longhi when she married Venturoli was already a widow from her first husband Boriani (1889-1956) from whom she had had a daughter Iris Boriani. The latter had a first marriage with Italo Donati. They then separated without having children. Afterwards, Iris Boriani married Dr. Giovanni Maria Fadda, renowned and esteemed Bolognist and proctologist of Bologna in the 1930s and 40s of the last century, where Giovanna and Susanna Fadda were born.
In conclusion, Iris Boriani and the Fadda sisters and their descendants were the heirs of the properties of Mario Venturoli and specifically of Rocchetta Mattei and of the Electromyopathy Laboratory recently located in Bologna in Strada Maggiore in the Palazzo Mattei. Eat but not descendants. Mario Venturoli Mattei remained a foster child with all the rights he received from such adoption, and he had no descendant, neither direct nor symbolic (term without any juridical value, without any legal value, being only one Verbal expression and nothing more).
Maria Bonaiuti is the daughter of Maria Albina Bonaiuti called Agrippina and Count Cesare Mattei.
From Notarial Archives of Bologna, Notary Giuseppe Marani, Act of October 29, 1897, Rep. N ° 10732, as a legal copy of March 27, 2014; "Codicillo of Count Cesare Mattei of 17 May 1894 to his will of December 24, 1893 published on October 29, 1897" reads: ... .. "
The act is signed to two witnesses: Albonio Romagnoli, Filiberto Barbieri and of course by notary Giuseppe Marani.
After the death of Count Caesar, that is after 1896, Maria Bonaiuti posed the problem of the paternity of her daughter Maria (born October 31, 1889), since in the codicillo supraiportato the Count Caesar in 1893 declared in front of witnesses and notary Marani His paternity against the little daughter of Agrippina.
It is good to remember that this notary act in this circumstance has the status of a certificate of mastery that no one can contest!
Mario Venturoli, after the death of Caesar Mattei initially challenged the declared paternity of the count against the daughter Maria supported by her mother, namely Agrippina. This paternity, if acknowledged, was to reduce her hereditary share and with the expertise of a part of well-known psychiatrists at that time, she wanted to show that Count Caesar at the time she made that statement was incapable of understanding and willing. This claim was not legally sustainable because the declaration of paternity had been made by Count Caesar in the presence of a notary and two witnesses who could only guarantee the full mental capacity of the witness and the legal validity of the act.
Venturoli did not agree to insist on his opposition, but to make an agreement with Agrippina. The latter, well aware of the economic difficulties that he would encounter in recognizing the daughter of a minor Maria (the inheritance Mattei was of considerable magnitude but burdened by bonds that had to be

Dr. COUNT CEASER MATTEI
Dr. Count Ceaser Mattei, was born on 11th January, 1809. he was the son of a wealthy person who lived in Rochita a hamlet of Bolonga a city of Italy. For his living he was dependent upon the property of his parents. In the year 1947, he wrote a book on Humanity which provided him an opportunity to take active part in pllitics. it was a period of struggle. A Christian Father in AUstralia, he provided an opportunity to COunt Mattei and his brothers and they gave a piece of land to the Father as a gift. As such Australia owed gratitude to them. In the meanwhile COunt Mattei was apponted on the post of Lieutenant for undertaking protective steps for the protection of the Australian people. In the month of April, 1848, he was promoted to the post of Deputy Judge. In the same month he was nominated member of the ROman Parliament, was appointed as Deputy of Ruler. However he was not happy with these Political posts and appointments. Subsequently he gave his resignation and commenced to live as a common man. In this manner he fulfilled his long wish and desire and started spending his time on Research which was related to medicines. By and by he made certain discoveries as a result of his research works. This gave him peace at heart. He came to the conslusion that the inventions of Hannemann could strengthen the work of promotion of health preserving acts. For this some law essential. He studied the books of an expert writer on vegetation and also studied anciwnt books. He kept a deep vigil on the influences he carried on account of these books. his old teacher Paulokasta played an important role in encouraging him, in factthis teacher himsalf had great expertise on the knowledge of medical sciences. passing through keen studies and research, Count Mattei presented two laws before the world.
- The presence of Electrical Rays in the vegetations.
- Complicated kinds of Rays through complicated treatment.
- ,In this manner he become the inventor of medical treatment using natural rays. He used to prepremedicines using a special procedure. This is called a purely vegetative system. For using the natural Rays in medical treatment Count Mattei performed experments for Thiryt (30) years, which gave incrediable results. using his procedure he treated about tow thousand patients in St. Theresa Hospital successfully, restoring their health.In the year 1893 Dr. S. Candy impresses with COunt Mattei's endeavours and his method of treating patients and his grea success applauded him in a seminar and express his view that these medicines had great effect to cure the disease. On 6th December 1887, COunt Mattei accorded permission to one of his close relative M.V.Mattei legally authorizing him use his inventions in medical treatment. As such later on several famous Docotrs successfully used this procedure for treatment for example Dr. Candy, Earson, J.J. GIlden, Wilkinson, h.Worth of London, Aram Theobold of Glagow

Count Mattei died on 9th September 1896, about seven thousand people attended his funeral. In india number of famous medical practiotioners in Homeopathy used the method and medicines of Count Mattei. His methods of medical treatment is know as the Electro Homeopathy. Dr.Yudhveer Singh founded the Jawaharlal Nehru Homeopathy College at Delhi.
Dr. B.K.Palke Ex-Minister for Health, Delhi, Dr. M.V.Kuljurni, Dr. Radha heldor, Dr. Bannerjee, Dr. N.L.Sinha, Dr.B.P.Saxena all of them utilized Electro Homeopathy and also wrote several books on this topic.
A few days back, Anand Mirga who is residing in V.I.P Nagar Calcutta wrote and stated that some old books on electro homeopathy are available in (Central Homeopathy College's departments of sciences, 118, Amharst Lane, Calcutta-9) the numbers of books on Electro Homeopathy are still available. in the science department and officer research works are being continued on Electrohomeopathy, and they are trying to find out ways and methods of curing procedures. This is still in continuity. On account of the Electro Homeopathy methods of treatment number of patients miraculously got cured the news of which had been published in the newspapers published in italy, britainm Germany.
Dr. CHass F. Zampat published a Bulletin in 1896, in Lopeisk City of German.
In this connection to bring forth the significance of this work, in the form of a book, under the title (High Moral Values of Mankind by COunt Mattei endeavours published in Bolonga city in 1871) this has been got registered with the United Nations Organizations. Tis year this book has been translated in German language under the title of "Gritler" in Vieanna City. In the years 1872 and 1873 Dr.Regards got published certain Articles from the abive named book in the famous magazine "Herald" Likewise in other magazines also the publication of Articles is continuing.
NO NEED TO FEAR AT ALL

Who Discovered Electropathy?
The practice of Electropathy grew with the Italian Noble, Count Cesar Mattei who founded true Electropathy in the latter part of the 19th century in Bologna, Italy. Being strongly influenced by the philosopher Paulo Costa, Count Mattei was motivated to devote his time and wealth to the service of humanity. He built on the works of Indian metallurgists and Ayurvedic /Siddha practitioners , also on Paracelsus and Balroot but he focused on preparing remedies extracted exclusively from plants. He called these remedies Electropathic medicines on own his experiments of 30 years which show in his plants extract as vegetable electricity.
After death of Count Mattei the progress and development was stopped during the First World War, during this period some so called perfectionists like Dr.A.Sauter in Geneva,Switzerland, and Father Augustus Muller in Mangalore, South India, took charge and established the so called true pharmacy of Electropathy , just as Minerva came out armed from the head of Jupiter( quote from Maria Venturoli Mattei).
Electropathic Remedies —How Do They Work?
They work on the principle that diseased organisms are far more sensitive than healthy organisms. Much like the area of skin around a cut or a graze is more sore and tender than its surrounding areas. A remedy is never given to just remove the symptoms from the body, but to work wholly on the disease and remove its cause. It therefore works on the body as a whole
Each remedy is derived from the active enzymes of several plants. When you take this complex remedy it completely covers and controls the body. Count Cesare Mattei (1809-1896)
Electropathy is the name given to a new system of medicine discovered by a famous Italian Scholar Dr.Count Cesare Mattei in the later part of the 1800’s. Count Mattei, the founder of Electropathy, was born on the 11th January in the year of 1809 in Bologna City in Italy. He belongs to one of the noblest families of learned town of Bologna. After having studied natural science, he gave himself up to anatomy, physiology and pathology. Then more exclusively to chemistry and botany, after long and patients research following a method of his own, he discovered how to extract from certain plants the active principles which, alone or combine, form the agent in the new materia medica.
Numerous and prolonged experiments upon the animal economy, experiments made first of all upon the dogs, have demonstrated the curative power of his remedies upon the organism, and at the same time have proved that they can never produce the slightest morbid alteration either in the organs or their functions. He believed in the, famous Paracelsus who introduced law of similar. Thus convinced simultaneously of their immense utility and of their perfectly innocuous character, the count has applied to them with all confidence to all of the human beings. Further, in order to observe closely in numerable cases of disease, and the better to study the effect of these remedies, he held in his mention at Bologna, for more than ten years, public and private consultations in the presence of physician and surgeons who had attached themselves to him the purpose of being present at the sitting. It may be added of high person ages of all nations, physicians and even large medical bodies. But undoubtedly the German founder of Homoeopathy Hahnemann (1755-1843) and his doctrine have non the less influenced Mattei’s mind in his patients researches, leading principle trying to investigate the immediate effects of remedies and bring them into practical service according to the familiar rule. On the other hand, he borrowed from Paracelsus the process of preparing the vegetable substances by means of a more or less complicated mode of fermentation, called “cohobation”, and also the final combination of a number of ingredients with similar or supplementary effect to form a complex medicinal unity.
Mattei had written his first book in 1874 in Italian language, which was then published in other languages. He has applied himself in his lifetime to the discovery of Materia Medica capable of modifying; not only the manifestation or symptoms of disease, but also their principle, or to speak better their first cause. It is by means of a theory the simple, with curative agents which he called Electricity in the remedies (Electro-pathy), so elementary that everyone may cure himself and his medicine is certainly the medicine of the future.
He died on 3rd of April 1896 at the magnificent castle of La Rochetta, situated in the heart of the Apennines. If there are but few honest hearts in this world, there is still enough remaining to bless his memory. During mattei life time when the Count Mattei aged in 1887 he handed over all his work to his adopted son Mario Venturoli Mattei. Later on after the First world War Mattei remedies were stopped to export from Italy, then V. Mattei made the agreement with the German Pharmacist and Theodore Karuss to sell mattei remedies via Engel Apotheker Regensburg in Germany. This System later on become more popular & recognized than ever by his disciple.
What are the side effects?
These remedies are all extracted from non-poisonous plants and do not create drug addiction or side effects. All remedies use the physical properties and not the chemical ones and are therefore ideal to combat the human body disorders without any side effects.
The right of Electro homoeopathic Practitioners are well protected under article 19(1)(g) of constitution of India. Since Electropathy is working with the aim of ‘promotion, development & research’ and at this stage, no act has been enacted by the parliament. As such it does not come under the preview of either of the Central/State Govt. Medical act.

All the four medical systems also had to struggle for a long time before they could get recognition. In the mean while these systems were professionally and scientifically developed and they continued giving treatment/helping the ailing masses for a number of years before they could be accepted by the government. As a matter of fact these medical systems got recognition from the Govt. one by one i.e. when one was being recognized the others were on their developing stage. Qualified practioners were in practice and helping in developing the new systems uninterruptedly.
The people using the these medicines who got benefited first, and then they approached their representatives like MPs/MLAs for raising the voices in the Parliament and after that Govt. recognizes the system by making an Act.
Thus today four medical systems are recognized. Certainly fifth will also be recognized, because there has been no act enacted in the Parliament to prevent the invention, and thereafter promotions, development and research of any Medical System.
There is no ban on the use and practice of these harmless methods of healing according to the judgment by the Hon’ble High Court of Calcutta in 1991. This can be witnessed by a “law journal” vol.II of 1991 published from Kolkata.
Hon’ble Delhi High Court (Division Bench) consisting of Justice Y.K. Sabharwal, the then acting Chief Justice and Justice S.K. Gupta had framed the rules regarding the legality of Diploma/Certificates and hence entitling the doctors to practice Electropathic medical system on the strength thereof.
On 24.11.2000 the Bench of the Hon’ble Court comprising Justice Rajendra Babu and B.N. Agarwal declined to SLP filed by a petitioner (Delhi Govt. and Union of India) has been dismissed. In the year 18-11-1998 regarding the legality of the electro homoeopathy the Hon’ble Supreme Court has given order to maintain the same status-co given by the Hon’ble Delhi High court, FAO No.205/92.
22.07.2004 - The High Court of Punjab, Haryana and Chandigarh in its judgment/order passed in Criminal Misc. Writ No. 34949-M-99 dt. 22.07.2004 have categorically ruled and directed that when the 59 Electropathy Doctors including petitioner was practicing in Electropathy, he was not required to get himself registered under Indian Medical Council Act 1956. Undisputedly, the petitioner was practicing in Electro homoeopathy system of medicine. Therefore he was competent to practice in Electropathy system of medicine". The Hon'ble High Court also directed the administration and the medical authorities to quash F.I.R. if registered against any of the practitioner in the system of Electropathy.
And now Ministry of Health & Family Welfare has clearly ordered vide letter no. V. 25011/276/2009-HR dated 5th May 2010 “that In accordance with orders of the High Court and Supreme Court Quoted here, there is no proposal to stop the petitioners from practicing in electro homoeopathy or imparting education, as long as this is done within the provision of the order No. 14015/25/96-U & H (Pt) dated 25th November 2003. Once the legislation to recognize a new system of medicine is enacted, any practice or education would be regulated in accordance with the said act.”
Thus registered electro homoeopathy Practitioner has legal right to practice Electropathy in every nook and corner of the country.

Some Questions About Electro Hoeomopopathy And Clarifications.
Qt.) Is Electro homoeopathy a recognize course under any medical system of India?
Yes Electro homoeopathy is considered recognized under section (5) of I P C. The recognition of this system is under consideration in the parliament, Govt. of India (2005- bill).
Qt.) According to a notification 14015/25/96-U&H (R) (pt) Electro homoeopathic practitioner is not permissible to practice in this system !Is it true?
NO : such notification already challenge through a writ petition in the Punjab / Haryana High court and the judgment is :- As per the judgment of WP(C) no.19484of 2008 (T); That, the practice of Electropathy / Electro homoeopathy is not prohibited in any state of India. The practitioners are not practicing Modern Medicine or any other Indian system of medicine, Like Ayurveda/Unani. For practicing those system of Medicine, registration is required under Medical Council Act is mandatory. For getting those registrations, the applicants should possess the prescribed qualifications also. But Electropayh /Electro homoeopathy is an entirely different system of medicine. Its practice is not controlled by any state in India. It is not prohibited by any law also. Therefore, the petitioners have a fundamental right under article (19) (1) (g) of the constitution of India to proceed with the practice of the Electro homoeopathy.
Qt.) What is meant by settled Law?
The Electro homoeopathy Doctors can practice by the settled law (Govt. of India) which means that, the law allowed.
Thus, The Successful Students Of Dr.Mattei Electro Homoeopathic Medical College Can Use The Word Doctor Before Their Names By Representing The Symbol Of “EH”(Electro Homoeopathy) And Can Practice As A Doctor Openly In Any State Of The India.
The registered medical practitioner is declared as a qualified Doctor as provided by the rules & regulations of the Council of Electro homoeopathy A.P. India (as rule 57/2) (2).
